Koshin, huh? Well, I don't remember commenting on him, but anyway, that would give 2 reasons as to why he shouldn't have em. One is that, as the son of Kyuubi, he should be all about the Fire and stuff. Doesn't make sense to give him Suiton stuff. The second is that he's already gonna be super powerful enough without jutsu like that. Still, it's probably honestly just cuz I changed my mind since now and then (which was about a month or so ago, wasn't it?).

Actually the ninja that I wanted to have those jutsu was Koshin, but you said he couldn't have them even though I said I was going to explain how he knew them. So it would appear that you got caught with your pants down Kage.
Fire can be used for creation as well as destruction. You must first master your own emotions before you can even hope to master Fire itself. For if you don't you shall become nothing but ashes in the wind.

I probably did tell you something like that when going over your app, but there must have been different circumstances. For instance, I'm not sure that yours was an S-rank that was skilled enough in Suiton to be able to make a combination with it. Plus, I did say that Mitsu would have to explain how he learned them.
As for the Waterfall jutsu, it was never said that they were only from Waterfall. Just that Waterfall guys used it. So, if a Waterfall guy used Water Prison, would you say that only Waterfall guys could use Water Prison? No. It is possible that it is just a Suiton jutsu that they happened to know somehow. That's what I meant about the assumptions thing.
Personally, I would say no to those jutsu for everyone as they are filler, but that would mean taking out all filler jutsu, which you and Rock don't want to do.

It not an assumption you guys told me when I tried to put them in a couple of my character apps so I'm going by what you told me.
And I would think the Waterfall jutsu that he has in his app would stay where they are, because no one has ever been to Waterfall before except in the OVA. So no one would know those except the ninja from Waterfall. So don't go jumping to conclusions Kage when you told me about some of the stuff that I pointed out.

Uhhh... the only thing I have left to add is to add an asterisk (*) next to Suiton in the elements to show that he copied that with his Sharingan.
Other than that, I think the app looks a-okay. But I'll let Cor make the final decision as he's the one that's been reviewing so far. Oh, and one thing for you to work on in your posts is a sort of small grammar thing. Put spaces after the ends of sentences (meaning you end the sentence with a period, then hit space, then start the next sentence). It just looks weird to see all of those sentences without the usual space in between.

1. This one may be disregarded if you are doing what I think you are doing. Because, if I'm right, Mitsu means that there will be jutsu that use two elements in the sense that one is used after the other (not that they are combined). The specifics can be talked about in the actual jutsu apps, but the idea itself is not impossible.
As for the jutsu, I think some of them are still fine. Cor is making the assumption here that those jutsu are Kiri/character only just because only a certain character used them, but the ideas behind them seem to be possible to use by anyone who was trained to use them.
The ones I think are fine:
