Q: I want to use custom jutsu, but I'm too lazy to make my own. Can I use custom jutsu made by someone else?
A: Yes, but you must fulfill two requirements. The first is that you must ask the creator of the jutsu if you can use it. If he/she says no, then sorry, but you can't. The other is that your character must have a way of learning it. For example, if the original character that made it is a Missing Nin from Suna that is now in Iwa, a Chuunin from Ame would find it difficult to learn that jutsu. Find a way around that.
